The Clinical Pharmacist Specialist must be a licensed pharmacist, with a Pharm. D., preferably with an accredited residency or equivalent experience demonstrating competency. Incumbent is responsible for planning, implementing and operating drug monitoring and utilization programs, as assigned. Incumbent is the expert in all areas related to drug therapy and functions as a consultant to other health care professionals.

The Clinical Pharmacist Specialist must be a licensed pharmacist, with a Pharm. D., preferably with an accredited residency or equivalent experience demonstrating competency. Incumbent is responsible for planning, implementing and operating drug monitoring and utilization programs, as assigned. Incumbent is the expert in all areas related to drug therapy and functions as a consultant to other health care professionals. Incumbent will also be responsible for developing, providing, and supporting the educational programs of the Pharmacy Service. Clinical: Participates in daily multidisciplinary team rounds (when applicable) and provide drug information, observations on patient response to therapy, and appropriate recommendations regarding treatment alternatives or additional interventions to maximize patient care outcomes taking into consideration choice of therapy, safety, efficacy, and pharmacoeconomics. Interviews and evaluates patients upon admission to the hospital and daily during hospitalization for appropriateness of pharmacologic therapy and makes a pharmaceutical care plan as appropriate. Education: Serves as a preceptor for the residents at the medical center (when applicable). Serves as a preceptor for final year pharmacy clerkship interns from the University of Missouri-Kansas City (when applicable). Participates in the development and implementation of formal and informal drug education/clinical consultation to medical, surgical, nursing, and pharmacy staff in the form of inservices and continuing education programs. Administration/Technical Support: Interfaces with other health-care providers and administrators to ensure compliance with established pharmacy policies and procedures. Research: Designs and/or participates in research studies or outcomes research involving drug therapy or clinical pharmacy functions. Program Management: Adverse Drug Reaction (ADR) reporting. Works with other health care providers to develop programs for improvement of drug use. Develops and conducts drug usage evaluation in areas of needs from a cost and patient outcome perspective. Documents cost reduction/cost avoidance activities on a periodic basis. Manages the hospital formulary and ensures its appropriate utilization by health care providers. Manages an effective quality assurance program for the service that meets the changing service, patient, and Medical Center needs.Qualifications:

Basic Requirements:
Citizenship: Must be a United States Citizen (Non-citizens may be appointed when no qualified citizens are available in accordance with current regulations).
Education: Graduate of a degree program in pharmacy from an approved college or university. The degree program must have been approved by the American Council on Pharmaceutical Education (ACPE), or prior to the established of ACPE, have been a member of the American Association of Colleges of Pharmacy (AACP).
Graduates of foreign pharmacy degree programs meet the education requirements if their degree is found to be equivalent to degree programs recognized by the ACPE. This finding may be based on any of the following: A letter of acceptance into a U.S. graduate pharmacy program recognized by the ACPE; written certification from the Foreign Pharmacy Graduate Examination Commission, stating the individual has successfully passed the Foreign Pharmacy Graduate Examination; a letter from a U.S. College or university with a pharmacy degree program recognized by ACPE stating that the individual's foreign pharmacy degree has been evaluated and found to be equivalent to its Bachelor of Pharmacy degree. Must be provided copies of transcript(s) with application package.
Residency: Completion of a hospital residency recognized by the American Society of Hospital Pharmacists.
License: Must have, full, current and unrestricted license to practice pharmacy in a State, Territory, or Commonwealth of the United States (i.e., Puerto Rico) or the District of Columbia. Proof of licensure must be provided with application package.
Physical Requirements: Must meet physical requirements as required by VA Directive and Handbook 5019. Physical examination with positive results required.
English Language Proficiency: Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).(a)
Education/Experience for GS-11 grade level: In addition to meeting the basic requirement, completion of one of the following: 1. The equivalent of 1 year of experience at either of the next two lower grade levels (GS-9); or 2. Completion of a 6-year Pharm. D. or formal post-baccalaureate (M.S., Pharm. D.) hospital oriented degree program recognized by ACPE.
