Position Summary & Responsibilities
Position Summary:
If you are driven to protect and serve the citizens of Kansas, the Director of the Pharmacy Benefit Managers compliance program at the Kansas Department of Insurance will be ideal for you. This position will build, lead and drive the agency's Pharmacy Benefit Managers (PBMs) compliance program and serve as a subject matter expert in PBMs leading the efforts in enforcing related laws and regulations for the Department. The successful candidate will provide technical and regulatory expertise to support compliance, consumer protection, and formulary oversight activities of PBM's operating in Kansas.
As the Director for the PBM compliance program you will play a vital role in implementing the Kansas Consumer Prescription and Accountability Act, recently signed into law as Senate Bill 20. For more information about the legislation visit:
Job Responsibilities may include but are not limited to the following:
- Lead and manage a team conducting reviews, investigations, and enforcement actions involving PBMs to ensure compliance with state laws, including issues related to rebates, dispensing fees, spread pricing, retroactive fees, and consumer protections.
- Lead or oversee pharmacy related components of complaints and investigations involving PBM oversight.
- Collaborate with agency attorneys on enforcement actions providing clinical context and technical analysis.
- Serve as a liaison to stakeholders and provide technical assistance to staff regarding pharmaceutical complaints, legislative developments.
- Provide guidance to ensure compliance with PBM quarterly and annual reporting requirements
- Review and assess health carrier formularies and prescription drug coverage to ensure compliance with federal therapeutic class requirements and transparency in coverage regulations.
- Develop and implement standard operating procedures for formulary and data file review processes.
- Directly supervises the PBM team, overseeing the day-to-day operations, staff performance and related program functions.
- Collaborate and participate in national groups as assigned and communicate with other state regulators on matters related to PBMs.

Qualifications
Required:
- Graduation from an accredited pharmacy program and/or relevant experience with PBMs.
- Experience in planning, organizing and directing the work of a department, program or agency.
Desired skills and attributes:
- Experience and knowledge of PBM business practices
- Background in health policy
- Strong analytical and interpersonal skills.
- Ability to translate complex clinical and operational issues for non-clinical staff
- Knowledge of federal and state laws and regulations governing the areas of PBMs
- Skill in conducting data analysis, interpreting claims data, and identifying patterns of non-compliance
- Proactive problem solving
